New York
The industry's corporate and legal center: media companies and adult-entertainment law practices.
Industry Context
New York's role in the industry is corporate and legal rather than production-focused: major entertainment and media companies are headquartered here, and NYC law firms increasingly build dedicated adult-entertainment practices covering content licensing, business formation, and platform compliance.
Legal Landscape
New York applies the same federal 2257 baseline as any other US production market. What's distinct here is the tax stack: New York State levies its own income tax on top of federal, and New York City adds a further local income tax on top of that - the only city on this list where creators and staff face three layers of income tax rather than two. It's a cost of doing business, offset by NYC's concentration of entertainment-industry law firms, media companies, and platform operations that base their legal and business functions here.
Cost of Living
New York is the most expensive city on this entire list - it's Numbeo's 2026 baseline reference city, set at exactly 100.0 on both the cost of living index and the rent index, meaning every other city on this page is measured against it. That expense is the trade-off for sitting inside the country's deepest bench of entertainment-industry law firms, media companies, and corporate platform operations.
